Sign in and choose a plan
Sign in with your email address. There is no password: we email you a sign-in link.
Answer the questions
Ten sections follow Form 1023: your organization, the people who run it, your organizing documents, your activities, compensation, finances and more. Each question explains the IRS terms and shows the Form 1023 line it fills. Your answers save as you go, so you can stop and come back later.
Upload your documents
Upload your organizing document (for example, your articles of incorporation), any amendments and your bylaws as PDF files.
See what your answers show
Live checks show what the IRS form asks for and what your answers show under the published IRS tests. They are information, not advice: the IRS decides.
Submit your answers and pay
When your answers are complete, you submit them and pay for your plan. The IRS user fee is separate from our price. You pay it to the IRS on Pay.gov when you file.
We draft your application
AI drafts the written answers, such as the description of your activities, from the facts you gave us. It does not add facts: anything missing is marked, and we ask you. Totals, percentages, dates and yes-or-no answers are calculated by our software, not written by AI.
A trained reviewer checks everything
A trained Exempta reviewer reads every answer and checks it for completeness and for consistency with your facts. If something is missing, we email you questions. Our reviewers are not attorneys or CPAs and do not give legal or tax advice.
Download your package
We email you when your package is ready. You download four files: the Pay.gov answer sheet, the single upload PDF, the complete package PDF and the editable Word file.
You file on Pay.gov
The IRS requires Form 1023 to be filed online at Pay.gov. Your package includes step-by-step instructions. In short:
- Create or sign in to a Pay.gov account for your organization. We never ask for your Pay.gov login.
- Find Form 1023 on Pay.gov and enter each answer from your answer sheet.
- Upload the single PDF from your package. Pay.gov accepts only one uploaded file.
- An officer, director or trustee who is listed among the first five people in Part I, line 9 reads the application and signs it.
- Pay the IRS user fee on Pay.gov.
- Submit. You cannot change the application on Pay.gov after you submit it.
After you file
The IRS alone decides whether your organization is tax-exempt. We cannot promise approval or a processing time. If the IRS needs more information, it will write or call you. These letters usually give you 28 days to respond. Answering IRS letters is not part of our service.

Our staff are not your lawyers or accountants. Exempta uses AI to draft answers from the information you give, and a trained reviewer checks every package for completeness and consistency; our reviewers are not attorneys or CPAs. You are responsible for the accuracy and completeness of your answers, for reviewing every document before you file, and for signing and submitting your application on Pay.gov and paying the IRS user fee, which is separate from our price and paid to the IRS. If you choose the Reviewed plan, an independent Enrolled Agent or CPA reviews your package; any representation before the IRS is a separate arrangement between your organization and that professional. Approved applications are open to public inspection, so do not include Social Security numbers or other private personal information.
